The empanelment enables Blue Cloud to deliver 5G Internet Leased Line (ILL) services to enterprises and other organizations on a revenue-sharing basis.
As per the official communication from BSNL Andhra Pradesh Circle (Ref: APCO-12/15(11)/1/2025-EB-APCO/57 dated August 20, 2025), the empanelment is valid for five years, from August 8, 2025, to August 7, 2030, with options for extension under the terms of the agreement. A separate Empanelment Agreement dated July 31, 2025, outlines Blue Cloud’s role as a National Level System Integrator for establishing and maintaining customer private networks under BSNL’s AP Telecom Circle.
Under this agreement, Blue Cloud will design, supply, deploy, operate, and maintain the required 5G RAN, Edge Core, radio access, and customer premises equipment (CPE). The company will also conduct installation, commissioning, and customer outreach for 5G FWA services, while BSNL will provide spectrum, ILL bandwidth, and backhaul IP connectivity. Revenue from these operations will be shared between Blue Cloud (70%) and BSNL (30%) based on monthly business volumes.
BSNL Andhra Pradesh has issued directives for Proof of Concept (PoC) trials at Mindi, Visakhapatnam, and Anakapalli to validate Blue Cloud’s 5G FWA integration. The company has initiated these trials, which are scheduled to begin in early November 2025.
The empanelment allows Blue Cloud to extend its 5G technology solutions for enterprises and government entities, supporting applications such as Edge Micro Data Centers, Air Fiber (OTT & IPTV), AI-Healthcare, AIoT (Industry 4.0) systems, and smart connectivity infrastructure. It also facilitates the rollout of high-speed 5G ILL services in underserved regions to bridge the digital connectivity gap.
